Created 0-vortex/semantic-release-docker-test, an experiment and demo repository solving some GitHub actions environment and testing limitations without losing any pace.

Progressing rapidly towards a fully dockerized @open-sauced configuration, it was important to start testing the cross-repository passed environment variables of GitHub Docker container actions and, it helped prove a lot of issues that were only possible in runners calling this workflow from outside the local build context.
