Made a sizeable contribution to open-sauced/semantic-release-conventional-config, doing a global refactor and improvement featuring:
- expanded .npmrc configuration with more sensible defaults
- upgrade package-lock to new lockfile-version=3
- install npm@latest in docker container
- add npmlog debug logging to the release management setup
- fix missing commit analyzer rules
- added emojis to release notes
- fix license plugin
- adjust release commit message
